This is from memory by lets get oriented first - when you are riding your right hand is the right side of the bike.

Okay - look at the engine cases on the right side - you will see three allen head screws at the front of the engine - the filter is behind these- the engine cases sort of form a triangle - be careful when you take them out - there is a neoprene "O" ring on the back of the cover and another one and a spring on the inside behind the filter. Replace the filter - the new one may come with a new "o" ring - if it does replace it - if not be careful with the old one and reuse it

Now the drain plug - stay on the right side of the bike but look on the bottom center of the engine cases - literally look underneath the engine. There is a 22 mm bolt - that is the oil drain plug. Careful that you do not burn your arm on the exhaust pipe - the oil should be drained with the engine hot.

The black hoses you found are to route condensation from the air box and battery I think down under the bike - they have nothing to do with the oil change process.

Someone about 2 years ago posted a sight with schematics of all sorts of bike engines - the Savage included - scroll down and see if you can find it.

Go to your local library and ask them to bring in a Clymers manual for the 1986-89 Savage 9 THE BIKE HAS ONLY HAD MINOR CHANGES AND THIS MANUAL STILL WORKS. on interlibrary loan - they usually will do that for free - read up on what you need to know and do.

Replace everything - carefully

Be cautious about dirt getting into the engine when the oil filler cap is off - wipe the area as clean as possible before you taken anything apart and try to keep everything dry and clean.

Keep the rubber side down
